It is unrealistic to improve population quality by making well-educated people give birth to more babies. The reason overall quality of the nation is relevantly low is not that less-educated people have more babies but backward education. Lots of children drop out school due to poverty and the ratio of illiterate adults is high in some poor areas. Many often criticize farmers for not receiving much education or their uncivilized behavior in public areas, but it is poor education in rural areas that should be blamed. It needs time to improve education and in so doing improve the population.
