Former Sinochem executive prosecuted for bribery, abuse of power
Feng Zhibin, former deputy general manager of Sinochem Group, has been prosecuted on charges of bribery, bribery by utilizing influence, and abuse of power by personnel of a State-owned company, the Supreme People's Procuratorate said on Wednesday.
The case was concluded by the National Commission of Supervision and transferred to prosecutors for examination and prosecution. Under the designation of the top procuratorate, the Heilongjiang Provincial People's Procuratorate approved Feng's arrest. The Daqing People's Procuratorate in Heilongjiang recently filed a public indictment with the Daqing Intermediate People's Court.
Prosecutors alleged that Feng, while serving in a series of senior positions — including deputy general manager, assistant general manager, and general manager of the investment department at Sinochem Group; chairman and general manager of Sinochem Lantian Corporation; general manager of Sinofert Holding Limited; and deputy general manager of Sinochem Group — took advantage of his positions to seek benefits for others and illegally accepted large sums of money and valuables.
After leaving office, Feng, 62, was also accused of using the influence derived from his former positions and status to secure illegitimate benefits for others through the acts of other State functionaries, and of illegally accepting large sums of money and valuables, prosecutors said.
Additionally, according to prosecutors, as an employee of a State-owned company, Feng abused his power for personal gain, causing heavy losses to the company and serious damage to State interests. He should be held criminally liable for bribery, bribery by taking advantage of influence, and abuse of power by personnel of a State-owned company, the prosecution said.
Feng joined Sinochem Group in 2000 and held multiple key positions. He became chairman of Sinochem International Corporation in 2016. In June 2018, Feng applied to resign from his positions in the group for personal reasons.
Feng came under investigation in July 2025 and was expelled from the Communist Party of China in January 2026.
