Ningguo city's civil affairs?bureau has admitted?a picture of?its deputy mayor visiting elderly people was?manipulated by Photoshop, people.com.cn reported. The image, which was magnified and?features the?deputy mayor's body hanging in the air, was first posted on the?website of Ningguo city's civil affairs bureau. Some sharp-eyed readers posted it on social networking sites?and it went viral.
The bureau responded that no picture taken that day included all the visiting officials, so it posted a manipulated photo. The bureau posted five more photos from the visit.
