| Qiunang, 33, smokes inside government-provided housing in Yege township in July 2011. The family is in debt but he and his wife don't understand this — both were born with mental disabilities that make it impossible for them to count. They're grateful their 10-year-old daughter Suojankazhu is not disabled. Since Qiunang is also physically disabled, his 31-year-old wife Kyitso (far right) is the only family member who can work.
