Sanya introduces new rules to protect coastal zone

Sanya, the tropical island resort in Hainan province known for its beaches and coral reefs, is taking several steps to reduce pollution and protect the city's coastal areas.

The municipal government's executive committee passed a draft regulation on Tuesday that would limit diving, protect mangroves and coral reefs, and regulate waste from marine traffic, restaurants and other businesses.

The new coastal zone protection rules will be enacted after they are reviewed and approved by the Sanya municipal people's congress, the city's legislative body, Sanya Daily reported.

If approved, the new regulations would limit diving and other sea activities to specific areas.

They also would require waste water and solid waste produced by coastal restaurants, other businesses and marine traffic to be collected and disposed of by certificated waste management organizations. Discharging polluted water, waste materials and rubbish would be prohibited in the sea, wetlands and rivers.

Additionally, the draft rules require polluters to clean up any waste and pay for the cost of any required restoration.

The protection rules for the mangroves and coral reefs rely on monitoring by the forestry and marine departments. To prevent mangrove destruction, the forestry department is expected to establish a system of inspection and supervision. The marine department is required to supervise the area's coral reefs and coastal waters.

Individuals and organizations are being encouraged to invest in projects that would help the city meet its pollution-reduction goals and the draft rule recommends an award for those who help to reduce pollution through research or activities.
