Fujian drafts new dog control bill

The Fujian provincial government is planning to draft a new dog management bill before submitting it to the National People's Congress Standing Committee in an attempt to tackle the growing problem of dog attacks locally.

Before reaching China's highest legislative body the draft will have to be considered by various groups maintaining consensus at each step of the process.

The bill will be collectively drafted under the Public Security Department with various sectors such as agriculture, health, construction, industry and commerce, as well as Fujian legislative affairs office.

The new bill would impose a ban on all dogs entering public places such as supermarkets, hospitals and hotels and put strict restrictions on large dogs.

Dog owners would have to register their pets, hold an immunity card issued by the sanitation and anti-epidemic department and pay an annual dog management fee, which is 800 yuan per dog for the first year and 200 yuan annually from the second year.

The fee will cover the registration cost, certificate, annual vaccinations and microchips.
