Residents in Beijing’s Fengtai district wait outdoors overnight to rent parking spaces from property management, Dec 20, 2010. A notice released on Dec 16 said parking spaces will be allocated on a first-come-first-serve basis on Dec 21, forcing residents to camp out overnight.
