Should begging be banned on subways?

I never give because apart from anything else it encourages the others but most beggars are organized often employed by gangs who take them to their pitch each day. Begging can be a lucrative business: a guy is reportedly to make a good living from it and as a result owned a flat. Beggars with kids are probably organized and it is not their kid - borrowing a kid to go begging with is common. So the government should forbid beggars from public places.
