A condom didn't kill anyone as far as I know. Pregnancy has, AIDS has and syphilis has. I think to assume college age people don't have sex is pretty ignorant. They are in the bathrooms of most schools and colleges in the UK. Much easier than to have to ask at a pharmacy or shop.
