Should e-bikes be banned in China?

In my opinion, e-bikes are a new category of transportation, which cannot be substituted by green bicycles, or motorbikes. Therefore, I disagree on the further ban.

My solution on this issue would focus more on the regulation. A typical speed of an e-bike can be as high as 32 kmph, this gives rise to chances of fatal injuries in road accidents. In my opinion, e-bikers should be viewed as the same as car drivers, so they should attend lessons and pass tests in order to receive a license for the use of e-bikes. Other vehicle-related regulations, for example, minimum age, speeding fines and insurance coverage, should also be implied to e-bikes.
