I’ve been to many Chinese provinces where I encountered these gatherings. These old folks are clearly enjoying themselves and getting come exercise as well. Sometimes I’ve joined in and they’ve always welcome me. It’s fun, it's clean and it's decent. And some even have costumes for the occasion.
