Comment on " China city to ban begging in public" (China Daily website, Aug 29)

Why can't the government come up with some constructive measures to help homeless beggars instead of destroying their only means of livelihood just to improve the look of a city? Banning begging cannot solve the problem. If society cannot protect the poor, what is the meaning of a good-looking city?
