Ban on rare earth export bad for China

Comment on "China won't significantly cut rare earth exports" (China Daily, Nov 3)

A total ban on the export of rare earth metal is not a wise move for China because consequently China will lose many friends abroad.

I strongly advocate that China should impose stringent regulations on mining activities in order to conserve and preserve the environment. Next, China should begin to work out stricter export schemes based on certain quotas annually for export markets. And this scheme should be based on a willing-buyer and willing-seller model. Set a minimum base price for the commodity, and those who are willing to pay more would secure the shipments.
