Lv said that, instead of the property rights, developers can apply for land use rights for a maximum of 50 in accordance with related Chinese oceanic regulations and laws. Developers have to first submit a detailed development plan to the local marine administrative department. Further actions cannot be taken until after an expert panel discussion on wastewater and garbage treatment plans. The State Council and the provincial governments authorize land development rights.

 

Foreign companies and individuals are also eligible to apply for land use rights of islands on the list.
