On March 9, 2013, the signing ceremony of EPC contract of Qollpana Wind Farm Stage I undertaken by MSDI (HYDROCHINA Mid-South Engineering Corporation), a subsidiary of POWERCHINA was held. Morales, Bolivia's President, the Minister and Deputy Minister of Energy Department, General Manager of Power Authority and China's Ambassador and Canceller to Bolivia attended the signing and foundation-laying ceremony.

President Morales said, this is a historical moment for Bolivia, and we shall broaden and deepen cooperation with China in order to adjust Bolivia's energy structure by making full use of Bolivia's wind resources.

The Qollpana Wind Farm Stage I, located in Qollpana, Bolivia, is about 330km to La Paz, Bolivia's capital. The project, with a total installed capacity of 3MW（2×1.5MW）, is the first new clean energy demonstration project. The project's work includes design, supply, transport, installation and debugging of wind turbine generators and the associated facilities as well as relevant civil works.
