Pingtan, Fujian province will build a large number of youth palaces during the 13th Five-Year Plan (2016-20), which will cover 40 percent of its urban primary schools, ptnet.cn reported on March 16.

The move is in line with the provincial department of education's plan to develop youth palaces in its cities and rural areas.

Building youth palaces is to enrich local pupils' cultural life, develop their extracurricular interests. It is also to teach them more cultural and artistic skills, such as painting, calligraphy and dancing.

According to Pingtan officials, they have established youth palaces at four of its schools – Aodong Central Primary School, Liushui Central Primary School, Pingtan Central Primary School and Guocai Schools.

They plans to build more at other six schools this year, covering Aoqian, Beicuo, Zhonglou and Luyang central primary schools as well as Zhonghu Primary School and Suao School.

In addition, the authorities has also set up a mental health institute for juveniles, which is open to local students for free and helps them solve psychological problems.
