The Central Committee of the Communist Party of China (CPC) on Monday published a document proposing to promote "consultative democracy", the country's own brand of democracy.

中國(guó)中共中央周一公布了一份文件，提出促進(jìn)具有中國(guó)特色的“協(xié)商民主”的發(fā)展。

“協(xié)商民主”用consultative democracy，是中國(guó)社會(huì)主義民主政治中獨(dú)特的、獨(dú)有的、獨(dú)到的民主形式（a democratic pattern），社會(huì)主義協(xié)商民主（socialist consultative democracy）體現(xiàn)了黨的群眾路線政策（"mass line" policy），發(fā)展社會(huì)主義協(xié)商主義民主對(duì)深化政治制度改革（deepen reform of the political system）至關(guān)重要。

《意見》指出，協(xié)商民主是擴(kuò)大人民參與政治的方法（expand people's participation in politics），有利于國(guó)家現(xiàn)代化治理（modernize state governance）、解決沖突（resolve conflicts）?！兑庖姟贩Q未來將就黨和國(guó)家的重要方針政策、重大問題召開專題協(xié)商座談會(huì)；就重要人事安排（important personnel arrangements）在醞釀階段，則將召開人事協(xié)商座談會(huì)。而民主黨派（non-communist parties）中央每年則以調(diào)研報(bào)告（studying reports）、建議等形式直接向中共中央提出意見和建議。
