Trilateral track II dialogue promotes exchanges and understanding
The Second China-Cambodia-Thailand Track II Dialogue was held in Beijing from Monday to Tuesday.
In the event hosted by the China Foreign Affairs University, under the theme “Implementing the Fuxian Consensus and Fostering a Peaceful Public Opinion Environment”, nearly 100 representatives from the media, academia, social organizations and humanitarian agencies of the three countries engaged in in-depth discussions on topics such as implementing the consensus reached at the trilateral Fuxian Lake meeting and fostering a peaceful public opinion environment.
Following the signing of a ceasefire statement by Cambodia and Thailand on Dec 27 last year, the foreign ministers and heads of military departments from the three nations had convened at the Fuxian Lake in Yuxi city, Yunnan province, on Dec 29.
During that meeting, they held constructive and fruitful discussions on consolidating the ceasefire between Cambodia and Thailand and achieving a turnaround in bilateral relations, reaching an important consensus.
The Fuxian consensus is: all parties should look ahead and move forward together; progress should be steady and incremental, avoiding stagnation; rebuilding mutual trust is paramount.
In February, the inaugural China-Cambodia-Thailand Track II Dialogue — under the theme “Facilitating Implementation of the Consensus of the Fuxian Meeting and Restoration of Relations between Cambodia and Thailand”— was held in Beijing.
The latest dialogue aims to build on the achievements of the first meeting and contribute new wisdom and strength to promote the implementation of the trilateral Fuxian consensus, support the continued de-escalation of Cambodia-Thailand tensions, and safeguard regional peace and stability.
The dialogue featured a plenary session and three parallel breakout sessions, focusing respectively on guiding public expectations and fostering an atmosphere of de-escalation, resuming cross-border economic activities and people-to-people exchanges in border regions, and safeguarding the rights and basic livelihoods of displaced persons. Participants from China, Cambodia and Thailand generally agreed that the Track II dialogue preserves a valuable space for communication outside official channels, thereby helping to build mutual trust and consensus.
The meeting adopted a joint outcome document, intended to serve as a useful reference for future policy dialogue and pragmatic cooperation.
Since the outbreak of conflict on the Cambodia-Thailand border, China has been engaging in mediation and providing good offices, Wang said. China has on four occasions dispatched its special envoy for Asian affairs to conduct shuttle diplomacy, accommodating the legitimate concerns of both sides to resolve differences through dialogue and negotiation.
Chinese Foreign Minister Wang Yi will visit Cambodia, Thailand and Myanmar upon invitation from Wednesday to Sunday. He will attend with Defense Minister Dong Jun the first meeting of China-Cambodia 2+2 strategic dialogue mechanism between foreign and defense ministers, according to the spokesperson for the Chinese Foreign Ministry.
