Seamless tax refunds: Fujian, Shenzhen link up for 'Buy Now, Refund Now'

Fujian Provincial Tax Service, Xiamen Tax Service, and Shenzhen Tax Service have signed a cross-regional cooperation agreement to implement a unified "Buy Now, Refund Now" service. Under the new protocol signed in Fuzhou, overseas travelers who utilize the new instant refund service at any designated retail outlet within these three jurisdictions can now depart from any eligible port in Fujian or Shenzhen.

The agreement marks a major shift from localized restrictions to cross-provincial integration, specifically targeting the consumption needs of travelers from Southeast Asia. By synchronizing institutional frameworks and data sharing, the initiative aims to streamline the inbound tourism experience and bolster cross-border consumption across the Guangdong-Fujian economic corridor.

Previously, the "Buy Now, Refund Now" incentive was restricted by localized exit requirements. Travelers making purchases in Fujian (excluding Xiamen) were required to exit via specific airports in Fuzhou or Quanzhou, or the Pingtan terminal. Similarly, those shopping in Xiamen or Shenzhen were confined to those cities' respective international airports or designated land and sea ports. These disconnected systems often prevented multi-city travelers from accessing refunds.

The expansion builds on a pilot program launched in Fujian on July 20, 2025, which has seen rapid adoption. By the end of 2025, the number of tax refund stores in Fujian had increased 5.2 times compared with the start of the year, while total departure tax refund sales grew 64.41 percent year-on-year.
