Report links tech flaws, oversight failures to deadly Shandong chemical blast

An official investigation report into last year's deadly explosion at Shandong Youdao Chemical was released on Friday, China Central Television reported.

The report identified a combination of factors including flaws on technology, the unauthorized use of substandard raw materials, unsuitable material-transfer equipment and serious failures in risk control and hazard screening.

It described the case as a major workplace safety accident and said local authorities and relevant government departments had failed to carry out their duties properly.

The report recommended criminal prosecution for 10 people, including Zhang Bensong, the company's general manager and legal representative. It also proposed Party, administrative and organizational penalties for 49 officials of local government bodies.

In addition, it called for administrative penalties against four companies and seven individuals and urged a range of local authorities and departments to submit written self-criticisms.

The explosion occurred at approximately 11:57 am on May 27, 2025 at a workshop operated by the company in Gaomi, eastern China's Shandong province.

The State Council Work Safety Committee later put the investigation under special supervision and ordered a swift inquiry into the cause and accountability.
