Hong Kong Chief Secretary for Administration John Lee Ka-chiu told China Daily under the 14th Five-Year Plan (2021-25), Hong Kong has adopted collaboration mechanisms, including jointly setting up 19 working groups with the Shenzhen government in which officials from both cities work together and pool their resources to create more opportunities.
